The first amendment up this morning is from Ranking member Goodlatte. The amendment standardizes the easement process for four conservations programs (Wetlands Reserve Program, Grasslands Reserve Program, Farmland and Ranchland Protection Program, and Healthy Forest Reserve Program). Chairman Peterson offers to work with Goodlatte and make sure a sense of the amendment is captured in the House and Senate conference committee, and with that the amendment is withdrawn (ah, democracy). I wonder how many votes we will actually have this morning.
Second, up is Cardoza (d-CA) with an amendment addressing boarder control and the movement of agricultural pests. He will withdraw his amendment as well.
